I fowarded a message I received in my Hotmail account to my pop3 account 5 days ago. It has only just arrived! Is this a fault with my ISP or Hotmail?

Look at the message headers.

Could be on File > Properties or View > Options if you're running a version of Outlook.

I've had a look and it said it was sent by Hotmail on 6/9/2003 @ 09:21 and received by my ISP today @ 14:11
