To view your offline files
Open My Computer.
On the Tools menu, click Folder Options.
On the Offline Files tab, click View Files.
Note
To open My Computer, double-click the My Computer icon on the desktop.

I think he means that when you have sync'd the files and then gone 'offline' you have a shortcut (or not) on the desktop called 'Offline Files' BUT where the **** are they on the HDD?

Look in the %userprofile%\ folder (go to Start > Run > "cmd" then type "echo %userprofile%" and press enter to find your user profile path).
The information *should* be somewhere in there as I don't think Windows would write user files anywhere else.

I rooted about... they are in a folder called CSC (C:\Windows\CSC in XP and C:\WinNT\CSC in Win2K). You have to enable the viewing of "protected operating system files" as well.
In addition to that, you won't be able to tell what file is what because they're stored in cryptic folders/files.
But - Don't give the users that "shortcut to offline files". Just give them a shortcut to whatever network folder they are synchronizing. The shortcut will open the network folder/share online when the user is in the office, and it will open the offline copy of the files when the user is away. It should be completely transparent.
Just set it up with GPOs, and configure the offline files to automatically synch in the background when the server is available. From user's perpective their files are always available, even when they are out of office. From your perspective, the files are kept on the network and will be safe perchance the laptop breaks or is lost or stolen.
Redirect My Documents to a network location, and make it available offline for users. Users simply use My Documents same as always. They don't need to worry about offline files.
