The only way to permanently close your MSN Hotmail account is to not login to your hotmail account for 90 days. Accounts are automatically purged from hotmail.com server after 90 days of inactivity. If you need your account to be removed for any reason, do not sign on to it again and it will be automatically closed after 90 days.
So delete or hide
the Hotmail.exe

In the short term, you can also set the junk mail filter to reject mail from people not in your address book, then simply don't add anyone to your address book!
Hey presto, no more spam on "enlargements" and you can still use the account for MSN Messenger etc.

Which bit don't you understand RichiW? I'm guessing you clicked the above link without signing in to a hotmail account first, in which case it won't do what it is meant to. (At the moment it won't do as meant when you do sign in first either, due to an "Internal Error")
Back to the topic, you can also disable the new mail notification on the XP logon screen, on a per-user basis.
Easiest way I've found is to install TweakUI for XP. Expand the LOGIN section and you'll find a tick box to show/hide the notification.
