Flashing .gif files

Does anyone have a program or able to recommend a program to edit this file? ( Its a flashing .gif file )

Ditto #3 - that's what I use to send flashing gif's to my eppi mate
Animation shop is one of the easiest tools to use..

Oh come on, whats happened to the usual ScoobyNet spirit of someone coming on and saying the the suggested software is a pile 'o' sh!te and under no circumstances should it be used ? Perhaps suggest a Linux app or something ?

Yeah, don't use Animation Shop because it is too easy to use for editing animated GIFs.
I suggest you use a hex editor while blindfolded, much more difficult, but strangly satisfying

i would suggest using a magnet and re-aligning the magnetic fields on your hard disk manually to create a animated gif...
obviously you need to be running in *nix, and you might want to touch the files first, to make sure the filesystem knows your are writing data to that location (unless you fancy using the magnet in the filesystem tables - depending what filesystem you are running)...
I would also suggest using a piece of string and two empty baked bean cans to send the gif to your friend. You will have to make "Wooo" "weeee" sounds into the can, he should be able to understand what you mean and then be able to write the contents of the gif file to his hard disk using his magnet.
Then I would try to view the animated gif in a web browser such as lynx..
