what's the contract market like at the moment?

Just wondering what the rates/contract availability are like? Do you think we're back to the stage where you can get back to back contracts?
My skillset, as it is quite relevant:
All Fund Management/Insurance/Finance lead analyst/developer experience
VB 4/5/6 (8 years)
SQL server 7/2000 2 years
Oracle 8i (4 years)
Crystal Reports 6/7/9 and Cognos Impromptu (2 years each)
Smart Stream (1 year)
MS Access development (8 years)
MS Excel VBA development (8 years)
COBOL CICS DB2 VSAM (14 years)
Web technology - (D)HTML ASP etc (6 years)
