IP Addresses, how do they work?

IIRC there are 3 regional areas of administering IP addressing - ARIN, RIPE NCC and APNIC. Not sure how the groups of addresses are dished out to each reason and whether this could be used to determine what part of the world an IP address comes from.
You can perform a lookup of an IP address to determine who has registered it. That would identify an ISP, but not necessarily the area. You need the whole address to identify a single host. Partial address would identify only a range of hosts on a particular network.
BTW, only numbers 0 - 255 are allowed in an IP Address.

Open up a "DOS box" (or Start->Run->"CMD") and type "tracert 123.456.789.876" or whatever.
This will display, on a hop-by-hop basis, the route to the entered IP address. You will see your own ISPs routers, the links across the world, and the remote ISPs routers, down to the individual host.
Sometimes ISPs block the ICMP packets used for this tracking, but you will get a fairly good idea of what is out there.
Here's mine for Scoobynet (the "du" is for dial-up)...
