..not AOL or NTL, need something reliable, standard dial up or broadband.

Zen (http://www.zenadsl.co.uk) works a treat for me, just what I want.
Zen are excellent if you are slightly more technically minded, but do cost slightly
more (but no 12month lock-in)

I can't find an ISP, but should you need a web designer to satisfy your mystic needs: http://www.pixelwitch.com/.

one word, eclipse.
I work for a company that provides the majority of the backend dsl equipment to BT, the only company that offers true contention ratios and sells them as such are eclipse (for a reasonable consumer price).
They also offer multiple static ip's at no extra charge and let you choose the modem. (go for a ethernet based thomson speedtouch 510 or 530) USB modems strangle throughput they can only "burst" to reach the specified throughputs.
Thomson are also one of the companies who specifically design the gateways with the dslam manufacturers to fine tune the units. I live outside the catchment area for my exchange for DSL, When they came to do the line test it failed but they installed it anyway as my company would of been able to get it working with an engineer visiti to the exchange to install a long reach unit. But it was not needed as my 510 trains up everytime.

Whatever you do, choose well. If you change ADSL provider, apparently you can have up to 10 days of downtime between changes.....EEEK!!! How could I live 10 days without it! I guess I can't change until my next holiday, but I'm with Eclipse, so no reason to change right now.....they're very very good.
