Matey - when you say doubled to 250 - Do you mean to its been 'upgraded' to a 256K link ?

I'm shocked to be honest, my BT/ freeserve line is 512 and that's considered a bit slow nowadays... Most links are 1Mb...

Anyhow,
15kb/s is 15000 bytes per second, so 15000*8 = 120000 bits per second, i.e. ~128 kb line

Either - its not been upgraded

or:

The server that you're pulling from cannot go fast enough.... (Definately not unusual)

Hope this helps - You could try asking NTL is they have any locally served files that you can test against - so that they can prove its been upgraded, but with a 250 line, you'll not beat ~30kb/s download

Also, you have to reboot your cable modem or set top box for the increase to take effect. The speed limit in these things is controlled by software and it only gets it's new settings after power loss.

I'm on Teleworst and they recommend unplugging it overnight, though I normally just unplug it for a few seconds.

What are you downloading with anyway? If it's Kazaa et.al. you may be limited by the other person's 256k upload limit. Try downloading, eg. the latest Windows patches and see what speed you get.

You can't learn much from a single download: it depends on the load on the server holding it. Try a speed test (there are several around) to get a better idea.

Speeds of downloads will depend on a myriad of factors mate, server load and subnet load is a biggy i'm afraid. Try downloading something from microsoft mate as they have the largest pipe attached to a webfarm of any company on the planet. Your speed should reflect something better than what you reported.

As a comparison, I have a 2meg connection and use easynews for mp3's, vids etc. Easynews have a cap as the fastest I can get at any time of day is 80/90k/sec which is what i expect from that environment. Microsoft however can provide me with over 200k/sec which is more like it.

It's all about load on the environment you are downloading from, what connection they have at there end and how much traffic is currently being pushed through your subnet and isp's pipe router to the net.

I look after an environment with a dedicated 24meg pipe into the webfarm i support and that can get saturated to hell where even returning a webpage can take an age.

Speedtest software is a surprisingly accurate bit of kit if you average the scores from 3 or 4 sites.
