Internet radio via cable modem and Ipaq?

Anyone know if this is possible? I have a cable modem linked with my PC. Would it be somehow possible to combine it with a docking station, a network card/ router /switch and a pair of speakers to listen to radio stations on the internet?
Would like internet radio without having to start up the PC each time, I thought a quick on-off mini-processor / browser like an Ipaq would be a good idea.
Also, any advice on whether I could theoretically do this with any Ipaq clone or only certain ones with eg headphone socket, sound processing ability etc would be gratefully appreciated. It would be nice to buy the cheapest one, or a year-old one, rather than having to get the latest top model for 400 quid...
