Sounds like spyware to me. Download and run the following programs :
Spybot Search and Destroy
and
Ad-Aware
and also run an anti-virus program like AVG with a full system scan.

Ok, bad news. Odds on you've got something known as smitfraud / pcguard. The message is trying to 'sell' you pcguard - having infected you they charge you to uninfect it.
Haven't found anything software that'll clean it totally on it's own.

or similar threads (google smitfraud clean etc...)
spybot + adaware + panda active scan, follow the steps. It's a real biatch... if you can, just re-install the box..
