HP Laptop issue - can anyone help?

The Mrs's laptop (HP Compaq Pavillion ZE5232) has stopped powering on. I have removed the battery and plugged in the power supply and there is nothing, light is on the power supply but no lights on the laptop.
The power supply makes a high pitch noise which I don't think it should be doing. Anyone know where I can get hold of a power supply to test it as I don't want to buy a new one in case its not the power supply and an issue with the motherboard. Local repair shop wants £40 + VAT just to touch it before they even charge for any parts or repairs

Is the battery flat ?
If it isn't, put it back in the laptop, unplug the power supply and see if the laptop powers up. If it doesnt, it could be a motherboard fault. If it does power up, looks like it is a power supply fault.
Also, try taking out any additional memory upgrades or pcmcia cards. Take it down to base spec and try powering it on again.
