13 character WEP key
On some devices, you can specify a shorter than 13 character WEP key. Some allow you to specify less. My laptop is insisting on 13 characters, but the access point has fewer. Do you know how these are padded?

They aren't usually padded AFAIK but depends on all the extra security that the device and your laptop can cope with. Check that the router is definitely set up for WEP and if so what other kind of access i.e. SHARED or OPEN. I'm sure there would be some FAQs on setting up the laptop on the router's manufacturers website.
