Checking my router it now say's I have my 8 meg pipe. My upload has increased in speed but the Down is still 2 meg. How long does it take before the testing phase starts on the dl speed ?

The ip profile takes 72 hours of continuous increased sync speed before it increases itself. For example your ip profile is currently 2000kbps your sync speed will need to be at least 500kbps more than that for 72 hours before the ip profile changes. The ip profile is what determines the throughput/download speed.
Edited to add the testing phase will have started straight away and will just be working out what stable sync speed you can maintain for a sustained period of time. My sync speed often shows as 6000kbps after rebooting the router but it never maintains that and always settles on anything from 3500-4000 kbps so my ip profile is always 3000kbps or 3500kbps.

do not keep rebooting the router during the training stage, you will ultimately achieve a lower sync speed by doing that. Just wait for the initial 10 day training period to end and your line should stabilize.
