Kernel Damage. Probably 1st kernel.
Recovery CD needs 1st kernel present, which will not permit use of keyboard without it. Format / reinstall is the only option & far quicker.
You could try defaulting the BIOS or removing any other USB devices when booting. These commonly steal resources upon boot up. It can be rare for the BIOS to assign an IRQ for a keyboard after other devices, hence make sure nothing else is connected.
As a last resort, shut down, remove power cable, press power on for 15 seconds, then plug in power lead, reboot as normal.

then try another keyboard.
Failing that load the image, you wont need a keyboard for that.
I presume as it works in BIOS it will take you to safe mode. If it does then update the USB Host controller to the one for the board.
