Re enabling Vista admin account

All,
A collegue of mine in support has a laptop with Vista Enterprise on it. She took if off the domain with the admin account in a disabled state. Now the laptop cannot be logged back onto, safe mode doesn't work and admin account still comes up as disbaled.
So far I have tried booting up from a WinPE 2.0 disk and running the command
net user administrator /active:yes
this said command entered successfully however it made no effect, account still disabled, I have a GUI on me WinPE 2.0 disk so the data can be copied off if needs be, but I dont think she will want to rebuild it.
Does anyone know of a way to get the admin account re-enabled or even the registry path in Vista for it, brain not working today

To enable the admin account this is whats needed:
To enable the built-in Administrator account, follow these steps:
1. Click Start, and then type cmd in the Search box.
2. In the search results list, right-click Command Prompt, and then click Run as Administrator.
3. When you are prompted by User Account Control, click Continue.
4. At the command prompt, type net user administrator /active:yes, and then press ENTER.
5. Type net user administrator <Password>, and then press ENTER.
Note: Please replace the <Password> tag with your passwords which you want to set to administrator account.
6. Type exit, and then press ENTER.
7. Log off the current user account.
This works for our laptops & end users.

I can't log in to the laptop though, the only account on there is the admin account which is diabled. I also tried adding the script by digging into the registry (via WinPE 2.0) and putting into runonce and run but this didn't work either
