Bizzarre print problem help needed

hey all,
Been an IT professional for a number of years but this one has me stumped.
It's probably a simple fix but I cannot seem to resolve it.
Long story short but I've recently had to rebuild a server after a failure.
Server is Windows 2003 Enterprise that has Sage line 500 and Crystal reports and Crystal Enterprise V10 running.
Whenever anyone prints a report it's defaulting to letter size instead of A4 despite the following:
All printers both locally installed (printers installed on the desktops) and the printers installed on the server have default settings set to A4.
However on the server if I print from ANY application to ANY printer it defaults to letter size despite the printers being set up correctly.
I can work around by choosing print preferences and changing them but I have to do this for everything I print and so do 100 or so users.
Also the system Locale is set correctly so it's not a regional setting.
Is there a registry entry I can change somewhere or another solution that's eluding me.

Seen something similar before where the default paper size had to be set on the server queue itself (not the properties of the share).
So if you browsed to the server, set the defaults on the printer within the printers folder, not just the share that's presented on server connection.
If you've done that, not sure what else to suggest as I'm a bit rusty.

Have you set the server default? Can't remember how 2003 is but earlier versions, when you open up the printers folder, you can do something like File... Server Properties and I think there was something in there.
Don't have a server to check any more so excuse me if my memory isn't correct!

also what about if you create a printer locally and print direct to the printer (ie create a local port)
Also Locale settings? any funny GPO's?
Its not settings within crystal or sage that you havent altered? what happens using word?

you could try..
Logon, Printers and Faxes..
File Menu.
Server Properties.
