Im a PS3 user so no reason to defend XBL but that article isnt clear as it talks about phishing scams which are nothing to do with MS security but peoples own stupidity / naivety* (delete as appropriate). But later on it says MS will refund people who did not give out their password? How the hell do you prove that.

it seems like a phishing scam like any other to me. thankfully im not stupid enough to fall for them and also always use the pre pay cards. i think the issue is many will be kids who just see the free points and happily give their xbl details out.
