Is this over boost? and how do I fix it?

When Cold I get this surging when holding the throttle on very lightly.
When Warmed up, and tanking it in 5th I seem to get a similar thing where the power comes in and out very slightly around 4-5 thousand revs

Hesitancy is different to overboost - hesitancy is a gentle thing (the car sort of moves in urges rather than smooth ) whereas overboost is on hard accelaration, you equally hard stop accelerating - a sudden jerk. Passengers could miss hesitance, they couldn't miss overboost!
Anyway... at cold, a common problem. When hot, err, it shouldn't. Anybody? I can't see it being the dreaded MAF 'cos there's none of the other 'symptoms'.
What fuel do you run - have you tried Optimax for a few tanks (cleans the gunk out)?

Cold thing is normal - probably a slightly suspect cold start fuel map.
Hot hesitation could well be overboost - you need a boost gauge to diagnose it. Do you have any modifications? (eg exhaust)
It could be that the solenoid pipework is clogged from overfilling with oil and needs a clean with brake cleaner.
Alteratively if the boost is OK you might want to look at the age, gap and condition of the spark plugs.
