Does anyone know the correct procedure to tension the auxillary drive belt? (the one that drives the power steering pump, alternator and aircon).

I think this is the culprit for horrible squeeking noise when applying lock at slow speeds. If I put full lock while stationary the powersteering pully seems to slowdown or stop - I'm guessing that it shouldn't do this. The belt looks in good condition, so do I just need a little more tension?
