Disappearing boost?

Hi guys,

After a recent re-engine on my '99 WRX jap, the boost doesn't seem to be up where it should be. The old engine/turbo used to provide a steady 14 psi without probs, but the new engine (same turbo, engine is actually a recon / rebuilt one) I can get about 10 psi then the gauge / SECS shows it slowly disappearing.

Every now and then it will make 14 psi, and I'm a happy girly cos the big white lump moves quite a bit faster. I have recently replaced all the turbo side hoses with samco and inspected all the seats and gaskets - all looks ok.

Anything obvious i should be checking before I take it back to the garage and asking them to fix it? Is / was 14 psi normal for this car? I'm thinking actuator, but not really sure. There are no error codes stored or current accordiing to SECS.

Sorry if these are n00b questions!

p.s. 28,000 miles, hks panel filter, samco hoses, hks seq bov, optimax, hks back box. readings taken from apexi gauge and SECS.
