Loud turbo whine

I have a 92 WRX, when the turbo boosts hard i get a high pitched sound.
This doesnt happen every time but seems to cut power. I have checked all obvious things including blow off valve but cant find any thing wrong, a garage has sugguested turbo but it doesnt smoke at all.
Anybody had this before,thanks for any replies.

Thanks for your sugguestion Kev.
Anybody else think its the turbo as i want to be sure before i hand over the money.
Are imprezas prone to worn turbos....if so are these the early signs.
