Intermitent Power Surge - Most noticeable in 1st gear

Well I say 1st gear because I havn't noticed it in any other gear as yet.
Car details :
MY 94 UK spec 'Prodrive edition 94PD0009'
i.e full PPP
When accelerating hard away from a standing start i.e pulling out of a junction. I seem to get a large surge of power which ever cuts in suddenly or backs off suddenly as if it was overboosting.
Could this be the boost control solenoid sticking, although I thought if this was sticking I would get less power all or most of the time.
As I beleive the solenoid fools the ECU into thinking you are getting less boost, hence if it's sticking it's gonna generate less boost until it free's and pulses.
As mentioned above I havn't yet noticed this in any opther gear, butI guess it would be alot more predominant in 1st anyway.
Any ideas would be appreciated.
The Spark plugs are due a change, so could this be the problem.
Otherwise the car drives fine, although I've only had it 2 weeks so am not sure if it's running at full power.

I think it does it most of the time, although I don't get the chance to floor it in 1st that often.
The car may be in the transition from Cold to Hot when I normally get a chance to try it on the way home from work (after about 5-10mins driving).
