Cool engine trouble

i own a 2000 model classic impreza, just had 60000 mile service but only done 34000. i was out driving today when i noticed it would not rev over 4000 in any gear. it revs fine until 4250 then seems to just stop as if a rev limiter has kicked in. any ideas or advice welcome

Check the oil level.
If there is too much then it can interfer with the boost by clogging the boost solenoid.

Or check to make sure all the small vacum pipes are still in place, especially the ones on the right side flitch next to the top of the shock absorber.
There are a few valves/solenoids that are boost related there.

is your speedo working ?

if its gone into limp home that limits rpm to that level.
