Default failing cat

hi all,
would a failing cat in my downpipe make the exhaust note louder and make the car lose power? the car is my99 uk turbo.i have had this problem(thought it was a leaking i/c pipe at first) ,for a while now and have asked for advice before to no avail.it seems to happen after the car has been driven fast, not mad, for a while. any help appreciated as it is doing my head in

I had a small crack in my cat, sounded like a bag of spanners and the car felt bloody awful.
Decided to get a full decat and smiling ever since
