With the correct gasket thickness, Yes

I take it you are using the 93WRX inlet manifold?

The MY98 inlet can be fitted
I think it needs mods to the trottle position sensor.

the actual heads are the same, its the valve drive train that is different.

STI3 seems to be the choice but WRX/RA etc would be an improvement over UK IMHO.

STI heads run under-bucket shims and sodium valves AFAIK, UK heads DO NOT!

simbo,
Are you thinking about MY98 UK heads and MY93 WRX heads?

If you are then they are very different!!
The MY93 heads use hydraulic tappts (no shims) this is great as there is no expence shimming the buckets but have a disadvantage at higher revs The casting is different so you can't just fit later tappets.

The MY98 heads will have over bucket shims (not as secure as the STI's), Though the casting is the same as the STI's

If you can get the MY98 heads cheap, I'd use them as this will leave the WRX lump pretty compete You can always get the UK cams re-profiled
