pulled 281 out of my 98 Uk with a Power Engineering daughterboard on the ECU, K+N Panel and full de-cat exhaust.... Very happy with it, till I came to do changes again - expensive (at the time) to have it re-remapped...
Since then I've gone the way of Power FC ECU - bout the same price to purchase, but cheap remaps for further mods (I've had 2 since fitting.)-
maybe have a chat with AndyF regarding the latter -

You'd be hard pushed to get 280 BHP out of a TD04 with a large budget, let alone a small one
Cheapest thing to do as a halfway house is get the monitoring devices installed - boost gauge, knocklink and AFR meter at least, port the headers, then get a Dawes device and up the boost. Uprate the panel filter if it hasn't been done already
This will get you 260 - 270 BHP cheaply.
Other options are Power engineering remap, or Apexi remap - both around £750, but your turbo will limit yourself. A 2nd hand FE TD05 is a VFM upgrade.
Basically sort out the breathing, use a dawes until you've saved £1k for the bigger turbo and remap
That's one way anyway
Ooops, nobody had replied when I wrote this!
