hi the car is locked and it wont move only for few meters sometimes

help please wheels are locking the car wont move only for few meters sometimes
hi everyone
i have a classic wrx turbo 95 model it locks when all wheels are on the ground
when you jack the front end up and turn one of the wheels its all good no noise or locking
and same applies for the rear.
When the four wheels are on the ground it doesnt matter if its in gear or not it still locks
what could that be?
Any help appreciated

its not brake related all brakes are good and wheels roll when the car is jacked from the back or front
100% transmission and i dont think its the drive shafts either
what i did today is jacked up the front o/s of the car and turned the wheel backwards and forwards
it turns without problem for a bit then suddenly it locks and if i give it a lot of strength then it moves a bit more but it makes a lot of noise like its skiping a few teeth or there broke and they get cought in between the gears
its defo gearbox or transfer box i think but i want to pin point the problem before i go and spend money on parts

i thought it was a good price too it was 275 i brought the the price down to 250
i ordered a new clutch plate which turned up yesterday
and a flywheel cuz mine had all stress cracks but it hasnt turned up yet thats the last part of the puzzle then i can put it all back together and get back on the road hopefully
i thought while the car is on axle stands migh aswell change the brake fluid, brake pads (ebc yellow stuff front and back), rear diff oil.
I had a oil leak which i thought it was the rear crankshaft seal but the seal was petfectley fine so checked that plastic inspection cover thats where the leak is.
Where can i get a metal version of that cover?
