Can a leaking/faulty dumpvalve be the cause of oscillating boost?

So, you think it could be the reason for my car to
feel like its overboosting/surging in gears?

When I accellerate hard in 4th and 5th gear from approx. 3000 rpm, sometimes I hear a sound (hissing)like there is air escaping and the power drops to be picked-up again etc. For your information I still have the OEM dumpvalve fitted.
