Smile WRX STAYS COLD

Hi ,after some help / advice i have a wrx 93 the problem that i have is every time i drive the car it takes about 5 mins for the water temp to get up and after about 10 mins of continues driving the temp slowly goes down, last night i went from Chelmsford to Clacton and the water temp on the dash was right down and on my apex it was showing 56 ? is this normal and my car heater hardly ever gets warm.
any help would be great as its getting very cold driving it at the mo.
