Could be lots of reasons
Turbo shot.(Fairly uncommon, the td04 is quite bulletproof)
Exhaust leak pre-turbo.
Aftermarkter (un)equal length headers fitted unbeknown to you.

If it's standard 225bhp and not mapped or PPP they're pretty crap TBH, get it mapped and it should hit somewhere around 270bhp add a couple of mods like a de-cat up pipe off an STI and remove the rest of the cats and they go pretty well up to about 120mph.
But you'll need to sort the brakes and handling to get the best from it.

its got a map at the moment, although not a great one it seems. its at 245 bhp. i dont want to do loads of mods because they start to get unreliable. Will take it to a local garage ( three arches ) shortly and get them to have a look, see what they think. it Does pull very well up to 120+ and seems pretty fast, but, doesn't pull HARD till late in the rev range.

It should pull reasonably well from about 3k rpm but 245bhp is bugger all really on a 4 wheel drive car with transmission losses and a dinky turbo it's not going to feel ballistic.
Three Arches has a very good reputation so your headed in the right direction. If you want it to pull hard your going to need to remove the cats and maybe fit a sports cat down pipe to keep it MOT friendly, I'd also go for a silicone intercooler " Y " pipe then get it mapped by one of the reputable mappers off here. All of the above should see significant improvement in spool and mid range pull, it's all a very straight forward well proven reliable route that will give good gains, keep the car reliable and not cost the earth £600 should see you there if you buy your parts off here and use open source mapping.
It will be money very well spent, I'd also recommend a 24mm rear roll bar, anti-lift kit and geo set up by a subaru specialist as a cheap way to make it handle properly, and for brakes Performance Friction discs and pads along with good fluid and braided brake lines will leave you with a car that stops goes and handles as it should all for less than a grand.
