So you are unsure which pipe from the firewall is the source and which is the return? To be sure you could just prime the system with them disconnected and see which one fuel comes out of? But to do this safely you will need to connects a hose to them which leads to a container or something that will stop the fuel spraying everywhere. Two man job, one to turn the key and the other to man the hoses.

On my MY00 the supply is the lower of the two thicker pipes that come out of the firewall. Mine has black insulation. The return pipe is the higher one and has grey insulation.

Have you got the standard FPR or a aftermarket one?

Was gonna say, my immediate thought was FPR issue. Membrane knackered? Leaking?

That, and the wiring/voltage, would be the next thing to look at.
