wet oily turbo turbine - normal?

Default wet oily turbo turbine - normal?

I've been having a nightmare with my turbo. On the 5th one now and its just not funny!
I've just got this one from a reputable breaker. The bearings seem all good but it has a wet turbine. Is this normal? or is this (as I suspect) indicative of a leaking oil seal? My reason for not being sure is this is the second one like this I've bought so am thinking maybe they weep if left sitting for a while and actually its normal? Just want to be sure before sending it back/fitting it

Wouldn't be sure myself but if the shaft has a little play I suppose the seal could allow a tiny bit of oil past when is moved sideways. What's the bits of swarf all about?

cheers piehole, I assume the "swarf" is just debris from removal and getting rattled around during shipping.
