Default COOLING FAN QUESTION (a/c)

Hi all,
Hopefully in the correct section.
2005 Blobeye WRX
Without aircon, cooling fans only cut in as necessary
With Aircon, one fan starts constantly and doesn't switch off, unless you turn off aircon.
It's only one fan (the one opposite ac belt or closest to battery)
Is this normal - i hadn't noticed it in the few weeks of owning the car ?

Car has just had full service including coolants - i believe it was "burped".

I would expect both fans to run at the same time. Might be worth checking the connector and try spinning the fan by hand to see if it's free and not seezed (engine off......)
