Default Timing Belt Torque Issues!?

I did the timing belt and water pump on my UK Turbo 2000 at weekend and just hand tightened the bolts until I could borrow a digital torque wrench today from my local garage.

When I came to torque the bolts I found that I could not nip-up a couple of the bolt properly, they were the tensioner bracket and the bottom belt idler.

The water pump bracket torqued up to around 20nm and then just spun and the bottom idler/pulley again torqued to round 20nm and then the bearing just kept spinning.

The info I have tells me that the tensioner bracket should be torqued to 25nm so its not a million miles off, however, the bottom belt idler should be 39nm according to my info!

Is there any reason why I cant nip-up the tensioner arm? If I have over tightened it by hand would that ruin the thread?

Also, is there an trick to stopping the idler from spinning so that I can torque it properly?

Thanks.
