Default MY98 Rubber Seal Between Idle Control Valve And Manifold Orientation?

Just bought this kit and was wondering which way round the rubber ring sits in the manifold? The disc is self explanatory, but the ring can go either way but I'm assuming only one way is correct.

PS How easy should an ICV shaft turn by hand? I have 2 that are clean and one is loose to say the least and the other is smoother but not as loose. Is one worn?
