Hi all, just rebuilt the engine and came to start the car and am having a few issues.

there was an aftermarket immobiliser but that was removed and all wires spliced back together.

car is 1995 wrx

so when I turn the key the fuel pump does not prime.

fuel pump works fine when voltage applied with a jumper.

swapped the 2 relays over to test for the fuel pump. Still nothing

I tried a new main relay and it now clicks with power but I’m not sure what to test after that. Both signal wires on the main relay get 11-12 v when power on.
main relay gets 12v in on the yellow wires but only 6-7 on the other side of the coil. Is this normal?

weirdly nothing happens when I connect the 2 black plugs for test mode. Would this be an ecu issue?

does anyone have a check list or diagnostic I can start to work back from the ecu?
