Engine Chugs at low revs?

Hello All,
I've got a slight problem with the car - I've noticed that it chugs when you floor it in and around 3-3.5k rpm. But then it seems to pull away fine on up the rev range... Its most noticeable in say 3rd gear accelerating up hill.
I'm gonna take it to the garage I bought it, it needs serviced anyway, but does anyone have any ideas to what the problem might be - so at least I'll know if the dealer's attempting to take me to the cleaners?
Btw, its an MY99 UK Turbo, 30K miles and completely standard.
