Are you sure they're fogs??
If you're lucky you may find they have been changed for driving lights, which DO stick out further!
Try the following:
Do they come on with main beams? Most drives should, fogs should not.
Do they have relatively clear lenses(Driving lights) or loads of vertical lines?(Fogs)
Do they actually say "Subaru" on them(fogs), or PIAA, Cibie, Hella?(Drives)
Best of luck.

They have got lots of vertical lines and they have IPF in the middle of the lens,Super rally round the edge and they dont come on when i put the high beam on.I took one of them out this mornin, undone 3 bolts and looked behind the fixin bracket and there does not seem to be any room to put the light further in the bumper.Would it be best if i perchase some new fog lamps?

Oi, Subimp_Tombsie........Noooooooooooooooooooooooooo! :
Seriously matey, for what you'll pay for new ones you can almost get a decent pair of driving lights!
Don't forget to budget for clear covers.
Scoobynet, Grahame Goode etc. PIAA, Cibie ones are the best but there was someone on here and on SIDC selling some genuine Hella HID's for a Scoob about 10 days ago for £450........sound dear until you know they're £700 new:
