It's a 1993 WRX that is holding back .It's an intermitent fault one minute it is fine and flying the next, its hesitating then it could be fine again ,then it will be like driving a non turbo. so far we have fitted New Coils/Plugs/K&N Air Filter/fuel Filter/Lambda Sensor/Temp Sensor(under inlet manifold)We have also changed the ECU/Air Flow Meter/Actuater/Boost Control Valve and fitted a D-Cat front pipe and Centre Pipe. There is no pattern to it at all when really bad turbo gauge only reads 4 bar instead of 8 bar, any help wolud be appreciated as this car is DRIVING us mad.

Take the hoses off the boost control solenoid and fit a bleed valve or Dawes device between the turbo outlet nipple and the actuator. It sounds like either the wiring to the boost control solenoid or connection may be a bit dodge.
Leave the connector on the solenoid, that way you will not get any check engine error codes, but bypass it with the bleed valve.
If you can't get hold of a valve insert a piece of copper pipe in the hose and drill a v.small hole in it to bleed air way from the actuator.
ALSO
Have you tried changing the map sensor (black thing, mounted in front of driver side strut and looks like it's upside down).
