boost cut out dealer mod

a friends car started cutting out on full boost so he had a dealer modify the solonoid valve and now its cured. A week later i had the same problem so i contacted my local dealer and he said after talks with subaru tech the new approach would be clean the valve then return to the customer for 100 miles evaluation,if the prob persists then replace the valve.He stated that modifying the pipework (involving putting a restrictor in)prevents the engine getting full boost.
sounds like a bodge to me.
question is :what sort of performance loss has my friend suffered with having this restrictor mod fitted?

This must be contagious, because mine started getting the same problem last Sunday.Car was in for a service on Tuesday so they cleaned the sensors.Guess what, the same problem occured again today !

Modifying the pipe work probably means sticking a bleed valve in-line to 'bleed' some of the boost off. Can make a massive difference to performance, depending on how low it's set. Mine was restricted to 7psi while some work was being done, and believe me, I noticed.
