Erm, silly question, but are you talking about the MY02 car (which is the real "STi8"), or the MY03 (which is the one most people round here erroneously refer to as an STi8)? There are some differences that are unique to each model year so it'd be helpful to know which one you were really talking about...
The Spec C is the homologation special that the Group N rallycars are based on. As such, it's lighter (thinner glass, some lighter panels, removal of the front subframe, electric windows, aircon and stereo deleted), and has a few other detail mods, not least an altered front suspension geometry which increases static caster, as well as other small alterations like a larger intercooler waterspray tank in the boot.
If you're talking about the 2003 model year car (i.e. the STi9 "blobeye"), the Spec C has the VF37 roller bearing turbo instead of the VF36 used on the regular '03 JDM STi.
There are two versions of the 2001-2004 model Spec C (again, for homologation purposes). One has 17" wheels and Brembo brakes (with 320mm diameter front discs), while the other comes with 16" steel wheels, underneath which are the regular Subaru four pot/two pot rear brakes with 294mm diameter front discs. The 16" version also has a low spec interior featuring plain "repmobile" seats.
If you're talking about the 2002 model year car, there's also a model called the S202, which was a further tweaked 17" Spec C, and there are "limited" versions of both model years which have some of the electrical niceties and aircon added back in.

Yes, despite what many of the SN lemmings think, the 2003 STi's are really STi9's.
Power and torque on the Spec C's are slightly higher than the regular JDM STi's, but it's difficult to say precisely what the differences are due to the lack of accurate/unbiased power figures being available.
Some folk claim the MY03 Spec C's power output up above 320bhp, but most of these reports stem from a magazine article that was based on a car that was running a non-standard exhaust system and had been remapped. Out of the box they're probably all in the 290-300bhp range.
