Starting Problem 96 UK Scooby - Please Help...

Wondering if there are any guys on here who could possibly help me, as its driving me mad.
The car is a UK 96 Impreza Turbo that wont start, or should I say it will for a short while. The problem seems to be a massive overfuelling problem on start up. Car starts, splutters, backfires and wants to die. No codes on the ECU, and the info from ECU seems fine, 10-11ms on injector pulse width on cranking and 2ms on idle, but plugs are wet through when I take them out. Pump is OK, Fuel Pressure Reg is OK and fuel pressure is 2.5 bar on cranking. I have tried a new AIC valve (as this showed a code before) and a new Coolant Temp sensor. I have swapped the ECU, cam and crank angles, AFM, Pressure Sensor and many more to find the problem with no avail. Timing is spot on, tensioner is OK. Cant be a lambda sensor, as they only work when the engine is warm.
Does anyone have any ideas to what it could be? Any help is much appreciated.
