Fuel Cut Pressure?

Fuel Cut Pressure?
Can anyone enlighten me to the Fuel cut pressure for an MY95 UK running a ScoobyECU ? 
I am having a boost problem, on initial WOT the car hesitates and bangs as max boost is reached
(approx 15 / 15.5 psi ) then is Ok afterwards.
This does not happen when I switch to the normal chip so am I looking at Fuel Cut off due to the colder weather & running higher boost?

I have a TD05FE & STI5 TMIC sitting on my bench itching to jump under the bonnet but I need to get to the bottom of this prob first
