info on boost controller

Im uping the boost on the GB manual controller and the car seems more lively
but the boost gauge doesnt seem to be going much over 14psi.
Ive got about three full turns left before its fully closed.
Ive fitted a fuel cut defender and was wondering if this could be causing it to not put out as much?
The boost meter is new so i presume its right

its all set up ok, just do'nt understand why the boost isnt going up much, well according to the meter anyway!
