cant i fit the sti ic water spray to my 03 wrx?

apparently you can ,but you need a water tank and the spray nozzle and a switch

I think some people have been using a washer bottle from a import that has a rear washer.

a mate of mine was telling me that the wiring seems to be there just need all the bits

Is it really necessary? I mean will you feel the difference in cool air boost from a cooled down intercooler using the spray feature

Cmon guys, this has to be THE most gimmicky accessory switch ever to adorn an impreza facia

depends on what system you have.

The MY03 STi one is not supposed to be that good as its total manual

Yes you should be able feel the difference, although probably only in extreme cases. I parked for about 10 minutes at a service station on a toll road in france, temperature was well over 30 degrees. When I joined the autoroute again, the car felt like a NA! After that I sprinkled cold water on the i/c before setting off, seemed to improve things.

As said before it does make a difference when the temps are high (so probably for about 4 days a year in the UK!! )
