Automatic choke sticking on start-up

Automatic choke sticking on start-up
Hi,
whenever I start my car up from cold the automatic choke sticks at about 1500 revs until I tap the accelerater and then it starts to idle at 1100 revs and works normally after that.
Does anybody know a solution to this? The car is a MY94 JDM WRX
