Default Max boost for MY03 WRX???

As the title says...What can I get away with on a standard ECU??

The PPP goes to 18 psi (1.2 bar).

What's good for the goose.....

PPP on MY03+ is a re-map of the standard ECU, IIRC. Only the 01-02 PPP was the boost clamp type arrangement.

Realistically, the answer depends on how you're after achieving more boost.

Standard ECU, with an ecutek remap, replacement turbo and intercooler, you could go an awful lot higher than 1.2 bar. The limit on your car at the moment is really the turbo. With a low pressure drop, high efficiency TMIC, you might just squeeze over 1.3bar out of it, but realistically, around 1.2 or so is as far as it's worth pushing it. Fit a bigger turbo, uprated fuel pump and/or injectors (plus numerous supporting mods), it's possible to scale the sensors, at least 1.5 is achievable - I believe the mechanicals are likely to then limit your ultimate boost rather than the ECU itself.

What about with a Dawes Device set up on a rolling road?

no the point is any more than 1.2 bar and you will kill the engine eventually
dawes will only give you fuel cut at high levels

LOL what I meant was can I run a Dawes Device at anything like 1.2 Bar!!

What's standard?? Is it around 14PSI??

Just looking for an interim boost upgrade until I can afford the complete decat and remap...

Remember that the ECU doesn't run the turbo at a fixed boost pressure at all RPM. 1.2 bar at 4000rpm may be OK but at 6000 rpm it will not. A Dawes can't make the distinction....
