Red face wrx wont start

I have just bought a 95 wrx.I am currently preping it for SVA. It was running fine when i got it home but almost empty of fuel..I have changed the air & fuel filters put 2 cans of super unleaded in.took the dash pod out to fit the speedo converter ( see wanted post as i bust the temp guage in the process . built it back up today but now it wont start. it is turning over fine (new battery) and trying to fire but just wont kick in. is there a fuse or relay somewhere that could cause this? also is there another fuse box besides the one in the engine bay.

driver side foot well fuse box on my95's

just run the ECU test and it is not showing any faults ( flashing regular 1 second pulses )
Trying a ecu reset by disconecting the battery now.
If i leave it to stand for a while then try it it almost starts.ie it fires while i am cranking the ignition but then dies when i let it go.
Anyone any other ideas ?
