Default Newby Scooby questions

On the inside of the drivers door on my imported WRX, there's a sticker saying 40 000. There's also a piece of Dynotape stuck to a metalic sticker (in Japanese!), saying 64 000. Is this the cam belt change, and if so, would it be when it was due, or done?

Also, I'm sure this is a really dumb question, but what it the red plastic tube just under the dash on the passanger side? Looks like the end unscrews, but have dared yet...

They're usually the 'next service due' labels ( and would be in km )...

The red tube is an emergency flare and as I recall it's technically illegal for it to be still in there ( as it is a pyrotechnic ). Mine was still in place too.
