Before I wrap my OE up pipe, what's best cutting the welded heat shield off or wrap over the top of it??

If you leave the shield on then you don't need to wrap it.
The wrap is used as a substitute heat shield but a lot lighter than pieces of metal.
I left my heat shield on after porting the pipe, but they are prone to rusting at the welds and eventually cause an annoying rattle, which can picked up by the OEM knock sensor.
